REW & PSG Break Ground on New Mojave Micro Mill
R.E. Warner & Associates was honored to be on-site for the groundbreaking of Pacific Steel Group’s new Mojave Micro Mill in Kern County, California.
The team designed this transformative facility to be a zero-process carbon emissions rebar mill, thus marking the first steel mill built in California in over 50 years. It aims to set new industry standards for emissions reduction. By combining hybrid mill technology with a renewable energy portfolio in a unique Micro Mill configuration, the steel produced here is expected to be 85% to 90% cleaner than any rebar manufactured elsewhere in the world.
A Fully Integrated, Sustainable Operation
The Mojave Micro Mill will fully integrate PSG’s reinforcing steel manufacturing operations once completed. At full capacity, it will recycle nearly 500,000 tons of locally sourced steel scrap into approximately 450,000 tons of high-quality, seismic-grade rebar, pre-assembled rebar cages, and post-tension cables.
Moreover, the project will make a significant economic impact in the region. Investors are putting over $600 million into the mill, which will create more than 400 permanent jobs.
REW’s Role in the Project

R.E. Warner & Associates was honored to be on-site for the groundbreaking of Pacific Steel Group’s new Mojave Micro Mill in Kern County, California.
R.E. Warner is proud to contribute to this pioneering project. Having worked on 20% of the micro mills in the United States, our team is providing comprehensive engineering and design services for the installation of the new mill.
In close collaboration with PSG and Danieli, our scope included:
- Site layout
- Structural, electrical, piping, HVAC, and plumbing engineering
- Architectural services for buildings, equipment, water systems, roads, and utilities
- County application engineering
- Preliminary engineering and construction documents
This partnership reflects our commitment to advancing sustainable steelmaking through innovative design and engineering.

Designed for Advanced Sustainable Steelmaking
The mill’s design leverages on-site and nearby renewable energy sources, electrification, and a local supply chain. 63 acres of the 174-acre site will be dedicated to renewable energy production further powering steel operations.
In addition, the facility will feature a cutting-edge carbon capture system to reduce CO₂ emissions including high-efficiency filtration systems to mitigate nitrogen oxides.
Other advanced environmental features include:
- Wet scrubber for particulate matter control
- Two baghouses in series for air filtration and dust control
- NOx control using air lances and SNCR with urea injection
- Heat recovery air exchangers for improved energy efficiency
- Activated Carbon Injection (ACI) for VOC and mercury control
Furthermore, the mill’s location eliminates the need for long-haul transportation of scrap and finished steel. This localized approach reduces carbon emissions, and lowers costs, while supporting infrastructure development across California particularly in Southern California’s rebuilding efforts.

Looking Ahead
R.E. Warner is excited to help shape the future of green steel production by supporting PSG’s vision for a cleaner, more efficient steel industry. Scheduled for commissioning in early 2027, the Mojave Micro Mill will redefine sustainable steelmaking. It proves that it’s possible to meet growing demand for construction materials while significantly reducing industrial emissions.
